What's been happening?
January 2016
The documents relating to the NDP are now complete and the committee are preparing them for the six-week pre-submission consultation.
September 2015 Consultation Results Analysis
The various consultation questionnaires have now been analysed by our independent planning consultant and the results can be downloaded from the documents page of this site.
14th April 2015 Very pleased to say we have been successful in obtaining a grant. This should be sufficient to cover all costs up to the submission of the NDP to Harborough District Council (expected later this year).
We have now completed the design of our final questionnaire and this has been delivered to every home in the parish. Please make sure you complete it and send it to our consultant using the prepaid, addressed envelopes before the end of April.
You can download a copy on the Documentation page.
18th March 2015 We have been very busy since the exhibition. Our independent consultant has been analysing the feedback from the exhibition and we will soon be publishing his results on this website.
In December 2014 our grant was finished so in January we applied for an interim grant to cover the period to April, when more full grants will be available. Unfortunately we were unsuccessful with this but we are now applying again for a full grant to cover the costs of consultant, exhibition, stationery and printing costs up to the submission of our NDP policy document to HDC.
Please note that the committee give their time free and do not claim any expenses.
What happens next?
We have used the time since January to examine our consultant’s interim analysis results from the October exhibition and started to formulate questions for our final questionnaire to clarify your views. This questionnaire will be delivered to your doors later this month. Please complete and return this – it only has eight questions and shouldn’t take long to do. There will be one for each resident of your house and a stamped addressed envelope for return.
The feedback from this final questionnaire will be analysed by our consultant and used by us, with his advice, to formulate policy for the NDP.
The final policy document will be the subject of a six week consultation period, after which it will be amended if necessary and then submitted to HDC for examination. If an independent examiner accepts the document, HDC will make it the subject of a parish referendum after which, depending on the results of this referendum, it will either become the main planning document for Foxton or it will be rejected.
Anonymity has been a cause for concern. The independent examiner has to be able to trace feedback to the respondent, especially from the six week pre-submission consultation (in the same way that you have to give your name and address when making comments on planning applications). However, we do understand that knowing what views individuals have expressed can cause problems in a small parish like Foxton so we have decided that only our independent consultant will have access to this information. To this end the final questionnaire will be delivered with stamped addressed envelopes for posting directly to the consultant.
January / February 2015 Landowners submitted two more sites for consideration as development sites. We consulted on these by flyer and the response was very good. The feedback has been sent to our consultant for inclusion in the analysis of the October exhibition feedback.
12/13th October 2014 The first consultative exhibition for our NDP was held over two days - a lovely, sunny Sunday and a very cold, wet and windy Monday. Both days were very well attended, with 51 visitors on Sunday and, despite the weather, 59 on Monday. All were keen to understand what was happening and make their opinions known. Many stayed for several hours, discussing Foxton's future over a cup of tea and nibbles with each other and approaching the whole issue with thought and great positivity. Hopefully, once the results have been analysed, we will have a good, sound foundation for formulating policy.
If you haven't completed the form giving your views on Foxton's future, you still have time to do so as the displays on show in the exhibition, along with the comment forms to be completed are all available for download at http://foxtonndp.weebly.com/documentation.html
4th October 2014 Keep a look out for the fantastic posters designed and created by Foxton children. These advertise the first consultative exhibition on 12th/13th October 2014
8th September 2014 Meeting at Robert Monk Hall decided to remove several categories from display, due to understanding of what Harborough District Council advised were permissible. Subsequently decisions were reversed after further advice from planning consultants.
18th August 2014 Meeting to discuss progress on the exhibition.
1st August 2014 Meeting held at Robert Monk Hall to discuss whether the committee wishes to continue. Decision was in favour of doing so. Discussions held on how to proceed.
July 2014 The referendum, asking residents whether they believe the referendum should go ahead, resulted in a turnout of 28%, with 75% of those that responded voting yes to continuing with the NDP. The Parish Council agreed to continue.
29th June 2014 The committee is staging a mini exhibition in order to ask the residents whether they believe the NDP should go ahead or stop, as some of the suggestions have caused controversy and the content of the NDP has been curtailed by new legislation.
On Monday, 14th April 2014 an explanation of the NDP - its purpose, how it fits into HDC's planning system and whether we should do it was given at the Foxton Annual Parish Meeting. In addition, Matthew Bills (the HDC officer monitoring and guiding our NDP) attended and took a short Q&A session. The presentation given can be downloaded from the documentation page.
The meeting on Monday 31st March decided to present the facts about the NDP to residents of Foxton at the Annual Parish Meeting.
The next meeting of the NDP group is on Monday 31st March, 2014 at 7pm.
27th March 2014 A meeting was held between Foxton Neighbourhood Development Group, Harborough District Council and Canals and River Trust (CRT) to discuss CRT's plans for tourism development at Foxton Locks. The Locks are in the NDP area (Foxton Parish) and the current CRT Masterplan can be downloaded on the documentation page.
There have been several meetings for interested residents.
A Committee of the Parish Council has been formed to steer the creation of the NDP.
